بررسی روند تقنینی آزادسازی بازارهای برق در اتحادیه اروپا

چکیده
بازار برق در سراسر دنیا تحولات مختلفی را به خود دیده است. به طور کلی در بدو امر، این صنعت، فرآیند تولید، انتقال، و توزیع را به صورت کاملا آزاد و خصوصی پیش می‏ برد. سپس در برهه‏ای از زمان و تا پیش از دهه 90 میلادی، برق به مثابه یک کالای عمومی و بازار آن به منزله یک بازاری که دارای انحصار طبیعی است، در نظر گرفته شد. اما در دهه 90 میلادی و با پیشرفت سیستم‏ های مختلف در شبکه توزیع برق، کشورهای مختلف به این نتیجه رسیدند که با آزادسازی بازار برق در قسمت عمده ‏فروشی و خرده‏فروشی، می‏توانند یک بازار رقابتی در این دو حوزه ایجاد کنند. دراین راستا، اتحادیه اروپا، با وضع قوانین و مقررات دقیق، سعی داشته تا بازار برق در کشورهای عضو را از حالت انحصاری گذشته آزاد کند. نتایج حاصله نشان می‏ دهد، اتحادیه اروپا با ارایه چهار بسته سیاستی در جهت آزدسازی بازار برق خود در این زمینه بسیار موفق عمل کرده و همچنین به دستاوردهایی از قبیل شکل‏گیری آزادانه قیمت برق، حق دسترسی رقبای بالقوه در این بازار، و پیوند بازارهای برق کشورهای عضو دست یافته است. این مقاله، روند آزادسازی بازارهای برق اروپا را در چهاربسته تقنینی مورد بررسی قرار می ‏دهد و به تحلیل تاثیرات و دستاوردهای این فرایند می‏ پردازد.
